List rental is the renting of a list of contacts from a firm often for the purpose of a single action such as a mailing.
List rental companies will often seed their list with a few of their own names to ensure they can monitor that you do not abuse the amount of contact that you have bought from them.
Mailing items usually include some direct response mechanism and you get to keep those who respond and add these to your own in house lists. Note: it may also be possible to buy lists.
